New 9887

On April 2, 2008, HUD posted a revised version of HUD Form 9887 - Document Package for

Applicant's/Tenant's Consent to the Release Of Information.  This new version of the form includes an OMB approval number and expiration date.

The version date is still 2/2007, but in the upper right corner of the first page of the Fact Sheet, the 9887 and the 9887A you will notice OMB Approval Number 2502-0204 (Expires 3/31/2011).

NEW 50059 Posted

On April 2, 2008 HUD posted a new HUD Form 50059 with an expiration date of 3/31/2011.  This form was meant to replace the 50059 that expired on 12/31/2007.

The new expiration date is included on page 1, but the 12/31/2007 expiration date is still indicated on pages 2 and 3.  HUD has confirmed that this is just a typo that will be corrected.  HUD has removed the new version of the form pending correction.  For those owner/agents who downloaded the newer version of the form, you may want to wait until HUD re-posts the corrected version.  The new 50059 will be available in Microsoft Word and PDF formats.

Many of you create the 50059 using site software.  Industry stakeholders have requested guidance from HUD establishing acceptable implementation timeframes since software vendors will have to develop and test updates and distribute those updates to sites.

We will keep you posted in future HUDBlasts.

TRACSMail Issue

It has been brought to our attention that HUD is experiencing some difficulties with TRACSMail.  The following messages have been posted on the TRACS Discussion Forum http://ptp.hud.gov/forumswww/Thread.cfm?CFApp=34&Thread_ID=3599&mc=5

“It has come to our attention that TRACSMail is down.  Currently, HUD technical staff is working with VeriCenter/Sprint to resolve the issue as soon a possible.  Further postings will be prepared as updates become available.”

If you are reporting directly to HUD, please be sure that your vouchers and certifications have been successfully received by checking the TRACS database in HUD’s Secure Systems.  If you are reporting to a Contract Administrator (CA), your CA should be able to address the problem for you.

EIV User Certification

Make Sure Users Do Not Lose Access

EIV Coordinators must certify EIV users every 90 days.  This is done on a regularly scheduled cycle established by HUD in Washington, DC.  Coordinators must certify all users between April 1, 2008 and April 29, 2008 to ensure continued access.  Any user who has not been certified will be terminated when HUD executes the termination process on April 30.

EVERYONE WITH ACCESS TO EIV MUST BE USING

THEIR OWN USER NAME (M-ID) AND PASSWORD!!

The same process will repeat in July 2008, and in October 2008.  Users Can Request certification by accessing the Authorization Request Option on the left side of the screen.  Once a user requests Authorization, the Coordinator should certify the users.

For those of you who are EIV Coordinators, be sure to check EIV so you know when your coordinator access expires.  Currently, Coordinators must submit a paper Coordinator Access Authorization Form (CAAF) to HUD to request certification renewal.  You can get a current version of the form from the EIV web site http://www.hud.gov/offices/hsg/mfh/rhiip/eiv/eivhome.cfm

We understand HUD will be adding an automated CAAF request in the next release of EIV.

If you have questions, you can review the resources we have posted on our web site at www.rbdnow.com (click on the EIV link on the right) or contact HUD’s Multifamily Systems Helpdesk (1-800-767-7588).
