4350.3 Revision 1, Change 2 Released for Comment

 

HUD recently released the proposed version of the 4350.3 Revision 1, Change 2 for comment. 

 

DO NOT CHANGE PROCESSES IN ACCORDANCE WITH THE NEW HANDBOOK UNTIL EDITS HAVE BEEN INCORPORATED AND THE NEW HANDBOOK IS OFFICIALLY RELEASED.

The transmittal provides information about what has changed.  In addition, changes are highlighted in yellow in the text of each chapter. 

 

A copy of HUD Handbook 4350.3 REV–1, CHG–2 will be available for a period of 14 calendar days beginning July 20, 2005, at the HUD Web site,

http://www.HUD.gov/offices/hsg/hsgmulti.cfm .

 

Members of the public without access to the World Wide Web may obtain a copy of HUD Handbook 4350.3 REV–1, CHG–2 by contacting HUD’s Distribution Center at (202) 401–8811. This is not a toll-free number.

 

The draft, revised handbook, once posted to the Web site, will be available for 14 calendar days. All comments are due on or before August 9, 2005.  Interested members of the public may submit comments either electronically or by overnight mail to:

Funding Issues

 

We understand from some of our customers that you are experiencing funding issues relating to recent voucher submissions.

 

We received the following information from HUD

SYSTEM INFRASTRUCTURE PROBLEMS IMPACT FUNDING OF RENTAL ASSISTANCE CONTRACTS


In the recent weeks, the Department's timeliness of Multifamily assisted housing payments has been negatively impacted by issues and problems with infrastructure and systems support. Ninety-five percent (95%) of the insufficient funds errors for payments are related to pending funding actions for the months of July and August.

The Department is diligently working to resolve the system infrastructure problems to ensure that these payments are made as quickly as possible. We anticipate providing weekly progress updates via e-mail messages to field office and Headquarters' staff to keep you
current on this issue.

Our understanding is that the funding issue should be cleared up soon.
