Multi-Family EIV User Manual Posted on HUD’s Web Site

 

HUD’s Multi-family division has posted the “Enterprise Income Verification (EIV 6.0) System User Manual For Multifamily Housing Program Users”.  The purpose of this document is to provide instructions on the use of the Enterprise Income Verification (EIV) system for Multifamily (MF) Housing Program users. This document focuses on end-user functionality used for viewing tenant benefits information in making rental subsidy determinations under multifamily housing programs.  Those of you who plan to use EIV for Social Security Income verification should obtain a copy from HUD’s web site at:

Enterprise Income Verification (EIV) Access Special Alert


HUD is working on a graduated implementation cycle to help property managers obtain access to EIV.  First, you should have gotten an authorization letter from your property owners.  Second, you should have completed the EIV Coordinator Access Authorization Request http://www.hud.gov/offices/hsg/mfh/rhiip/eiv/eivhome.cfm and faxed (202) 708-3104 or emailed Mf_Eiv@HUD.gov this form to HUD.

 

When you send the form to HUD, you should receive an email indicating that they have received the coordinator request.  Once the request is processed, you will receive a second email indicating that the EIV HSC (Housing Coordinator) role has been assigned.  After both of these steps are complete, you must perform setup steps and ensure EIV access for each property for which you have received owner authorization.  Do this by assigning the role through User Maintenance/Property Assignment Maintenance.  HUD has released an “access schedule” so you know when to expect to see your data.

 

If you completed all the setup requirements by November 1, you should have EIV access starting November 3.   If you did not complete setup by November 1, you should review the following timelines so that you know when EIV data will become available.

 

*Complete setup by November 14 to obtain EIV access November 15.

*Complete setup by November 29 to obtain EIV access November 30.

*Complete setup by December 14 to obtain EIV access December 15.

*Complete setup by December 27 to obtain EIV access December 28.

If you (the EIV Coordinator) have assigned your properties and/or contracts to your HSC role and have received acceptable User Access Authorization Forms from your users, please follow the instructions in the Updated Instructions for Applying for EIV Access for Multifamily Housing Programs on the following website for information on how to assign, in WASS, EIV access rights to your users: http://www.hud.gov/offices/hsg/mfh/rhiip/eiv/eivhome.cfm.
 

Effective January 2007, EIV Coordinators will be required to certify their users on a quarterly basis. The EIV User Manual scheduled to be released soon will provide instructions on how to certify these users in EIV.  Previously, questions could be directed to the Multifamily EIV Team at 202-708-0120.  Effective November 20, 2006, any inquiries or questions relating to the EIV system for Multifamily Housing Programs must be directed to the Multifamily Help Desk at 1-800-767-7588 or by email at Mf_Eiv@hud.gov.

 

TRACS Meeting Notes Posted

 

In September, HUD hosted an industry meeting and invited all industry stakeholders.  About 200 people attended the meeting.  Hank Williams opened the meeting and his statements illustrate his support of industry participation in multi-family housing initiatives.  A lot of information was covered during the meeting.  Discussion topics included:

 

§         New multi-family housing staff

§         Pyramid - the new development contractors responsible for the TRACS database

§         The Error Tracking Log Initiative which may help us identify necessary changes to error reporting  

§         The Section 8 portfolio review comparing information in contracts to information in TRACS

§         Tenant Compliance and whether to raise the 90% compliance requirement (no)

§         A funding update provided by Eileen Walker

§         The plan for traditional CAs to convert to LOCCS by July 2007

§         Change 2 and the required implementation timeframe for Change 2 with Gail Williamson and Diane Hooten

§         Plans for development of TRACS version 202C

§         EIV
