New HUD guidance for
implementing the Student Rule for Section 8 housing
This memorandum
transmits median family income and income distribution
estimates for Fiscal Year 2006. They are calculated for each
metropolitan and non-metropolitan area using the Fair Market
Rent (FMR) area definitions applied in the Section 8 Housing
Choice Voucher Program. The estimated median family income
for the United States for FY 2006 is $59,600.
In order to satisfy the need to have residents sign an
official document illustrating how the rent was calculated,
HUD announced the return of the paper 50059 (vs. the 50059
facsimile).

requirements in this document modify TRACS to permit HUD’s
business partners to comply with the regulations, and to
enable TRACS to validate the submitted data within the
limits of the legacy data model.
