Based on a suggestion from one of our students, we have created a new document to explain our interpretation of HUD’s requirements. This document gives a breakdown, by report, explaining what should be in the EIV Master File and what should be in the resident file.

EIV & MOR Findings

HUD recently circulated clarification regarding EIV and Management & Occupancy Review (MOR) Scores. As many of you know, the MOR is conducted using HUD Form 9834. Because this is an approved form, it cannot be edited without approval from the Office of Management & Budget (OMB). Until the form HUD-9834, Management Review for Multifamily Housing Projects, is revised to include the mandatory use of EIV, MOR Findings will fall into one of the following two categories:

1. Category A - Findings that could affect the MOR overall score because questions are already included on HUD Form 9834

2. Category B - Findings that will not affect the MOR overall score until HUD Form 9834 is updated

RHIIP ListServ Messages Regarding the Availability of EIV April 2010 through June 2010

EIV MOR File Checklist

This checklist was developed to assist property managers when preparing for the Management and Occupancy Review.  The Checklist identifies items that Reviewers are required to assess for compliance.  Optional documents are indicated in blue.

Sample EIV Coordinator Authorization Letter

HUD requires that EIV Coordinators obtain permission, from the owner of each property, to act as the EIV Coordinator.  Documentation that the owner has provided this permission must be presented to your Reviewer during the Management and Occupancy Review.  Failure to provide this document may result in termination of EIV access.  This letter should be modified to meet your own company requirements and printed on owner letterhead.

HUD’s EIV Questions and Answers Document

After the December 29, 2009 EIV Training Webcast, HUD published a list of Questions and Answers to assist owner/agents when implementing and using EIV.  This document is updated periodically and should be used as a reference tool when creating your own EIV policies.

Documenting EIV Screening in the Resident Selection Plan

One of the HUD Requirements provided in HUD Notice 10-10 is that owner/agents must review the Existing Tenant Report as part of the applicant screening process.  Use of the Existing Tenant Report must be described in the Resident Selection Plan.  This sample language may assist you in adding a description of the process in your own plans.

EIV Quick Start

Many owner/agents are still struggling to access EIV.  You get half way through the process but get stuck at the point where you get a message saying that “No Contracts Assigned to This User”.  You’re almost there!!  This EIV Quick Start provides step-by-step instructions about EIV setup and certification.
