Inspection Notice 2016-01amends the inspection protocolrequirements to be followed by all Uniform Physical Condition Standards (UPCS)inspectors who conduct physical inspections of HUD assisted and insuredproperties.
Researchers at HUD's Office of Lead Hazard Control and Healthy Homes haveconcluded that the likelihood of bed bug transfer to an inspector from aninfested unit is remote. Based on this research, HUD is amending theinspection protocol to require the inspection of all units in the sample,including those reported to have bed bugs.
These amended inspection requirements are applicable to all properties, subjectto UPCS physical inspections, reported to have or suspected of having bed bugs.The presence and treatment of bed bugs on a property will not be scored in theUPCS inspection.
Effective February 1, 2016, inspectors are required to report the presence orexistence of bed bugs at any property being inspected and enter any unitreported to have bed bugs if that unit is part of the sample generated.
