HUD Publishes New HUD Notice

 re: eSignature, eTransmission & eStorage

Today the Office of Multifamily Housing published Housing Notice 2020-04 on HUDCLIPS, “Electronic Signature, Transmission, and Storage – Guidance for Multifamily Assisted Housing Industry Partners" and RHIIP ListServ #437 announcing release of this much anticipated Notice.

The Notice provides guidance on acceptable procedures for use of electronic signatures and the transmission and storage of documents and files. The Notice pertains to all HUD forms and O/A created documents related to asset management, Section 8 contract renewal and occupancy policies.

With the issuance of this Notice, HUD’s Multifamily Industry partners are permitted (but not required) to use electronic signatures and electronic file transmission and retention.

One thing that owner/agents should recognize is that the information provided in the Notice changes previous guidance provided by HUD and RBD in response to shelter-in-place orders issued in response to the COVID-19 Pandemic.

To break down this guidance and its impact on your operations, we have added an RBD Online Training Workshop - Electronic Signature, Transmission & Storage - New Guidance from HUD.

Join us to discuss HUD’s requirements, how day-to-day practices may change, what should be included in any internal policies and how this affects guidance related to certifications created during the COVID-19 pandemic.

We expect this class to be pretty popular so we are offering it twice; once in the afternoon on June 17, 2020 (1:00 to 3:00 EST) and once in the morning on June 18, 2020 (10:00 - 12:00 EST).

We will also be updating some of our COVID-19 forms. We'll send a HUDBlast when those new forms are available.
